There are alternatives. Biodegradable bags are compostable bags that meet plastic bag ban requirements and do not require behavioral change in society. Of course the most eco-friendly bags are reusable cloth bags, but not everyone is able to or wants to carry those around with them. Paper grocery bags are an option, as are biodegradable produce bags.
